Who we are:

The Partnership for Supply Chain Management (PFSCM) is a diversified supply chain solutions provider, and health care procurement services agent specializing in diagnostic and treatment products for the following disease groups and health areas:

HIV, malaria, and tuberculosis
Reproductive health and family planning, and most recently, on maternal and child health

In collaboration with our affiliate — JSI Research & Training Institute, Inc. — we offer complete sourcing and supply chain strengthening solutions including supplier prequalification and audits, dossier reviews, product sampling and quality testing, forecasting, demand planning, last-mile logistics, real-time shipment tracking, and storage and warehousing solutions.

In addition to our project management headquarters in Washington D.C., in the US, and the operational facility in Woerden, in the Netherlands, we have access to eight JSI offices in the US, and 42 other JSI offices around the world. Within PFSCM’s global structure we have 85 seconded, full-time staff members, with a staff in a few strategic countries, such as Nigeria.

Our Story:

PFSCM was established in 2005 to implement one of the world’s largest public health supply chains of it’s time, the Supply Chain Management System Project (SCMS); a project of the US President’s Emergency Plan for AIDS Relief (PEPFAR).

PFSCM managed this program for over a decade, and delivered more than $2.8 billion in healthcare products to 66 PEPFAR-supported countries and managed the procurement and distribution of over 18,500 deliveries.

Today, PFSCM’s work continues to aid millions of people around the world as the USAID Global Health Supply Chain Program.

In 2009, PFSCM was selected as a procurement services agent (PSA) for the Global Fund to Fight AIDS, Tuberculosis and Malaria’s Pooled Procurement Mechanism (PPM) — formerly the Voluntary Pooled Procurement (VPP) program. PFSCM was awarded new contracts with the Global Fund in 2013 and 2019.

PFSCM is currently contracted as Global Fund PSA for:

Rapid Diagnostic Tests for HIV and Malaria programs,
Viral Load and Early Infant Diagnostics,
Other Diagnostics for HIV, TB and Malaria programs, and
Laboratory and Medical Supplies, and Medical Equipment and Devices.

Since 2009, we have procured more than $2.5 billion in health care products for the Global Fund and delivered more than 6 973 shipments to 67 countries, making the Global Fund our largest client.

Move

PFSCM ensures valuable commodities reach communities all over the world, on-time-and-in-full. Deliveries arrive exactly when needed, not early and certainly not late. Our clients receive everything they have ordered, 100% complete. PFSCM develops and manages global supply chains, providing multi-modal services including ocean, air and road freight, as well as cold-chain shipment management. We have secured local customs clearance and waivers in many low- and middle-income countries, and we also manage in-country supply chain operations on behalf of governments and donors to ensure last-mile delivery to some of the hardest-to-reach places in the world. As an independent, carrier-neutral managed logistics organization — or fourth-party logistics service provider (4PL) — PFSCM manages multiple freight forwarding contracts, securing best service and price for our clients by driving competition among third-party logistics service providers (3PLs).
